Exactly! Arnold is bigoted against alcoholics & potheads. He doesn't
provide beer bottles! He doesn't provide baggies! Why should he provide

Because the other druggies are the ones making the laws.
Their attitude is if heroin is illegal then they will make pot illegal
along with it.

If pot is illegal then they can get potential cannabis consumers
addicted to alcohol and when they get drunk there is more room for
extortion.

Most scandals are made during binges.
